The Council put the first part of the draft to the vote and then the second part, an amendment. The first part was adopted unanimously and the second was rejected due to the negative vote of a permanent member (another negative vote was also cast). The President then said, "I could put the draft resolution to the vote as a whole, but by our tradition the whole is now identical with the first part. Since the first part has been unanimously adopted, I think I may take it that the whole has also been adopted unanimously" (See also > S/PV.743 and UNYB).
