Identical letters dated 10 May 2017 from the Permanent Representative of Israel to the United Nations addressed to the Secretary-General and the President of the Security Council

I am writing to you to express our concern, and request the Security Council’s assistance, with a matter of utmost importance to the State of Israel.

As I have written to the Council before, the deadly wave of terror attacks against my country has continued unabated. Over the last month alone, there have been eight such attacks, including the fatal stabbing of a British exchange student in Jerusalem.

While such attacks have been condemned by countries and individuals of good conscience around the world, too many societies still promote terrorism. In fact, the Palestinian Authority has instituted a particularly egregious form of support for terror.

According to Palestinian Authority laws and regulations, every terrorist arrested, tried and imprisoned receives monthly financial payments. It is estimated that over 7 per cent of their annual budget is spent on supporting these terrorists.

A Palestinian terrorist who murders innocent civilians and is sentenced to over 30 years in prison receives over US$3,000 a month. If the murderer is married, his spouse receives an additional payment and, if they have children, the stipend is increased even more.

The more Israelis killed, the longer the terrorist is sentenced to prison, the higher the payment the terrorist receives from the Palestinian Authority. This policy encourages terrorism, incites violence and prevents peace. In fact, many of the terrorists have admitted that this financial incentive was a consideration in their decision to commit acts of terror. Put simply, this is official Palestinian blood money, rewarding terrorists who murder Jews.

Since its inception, the international community has donated billions of dollars to the Palestinian Authority. These funds are intended to assist the Palestinians in building better lives for their people, educating their children and ensuring the health and well-being of their elderly.

Donor countries should not accept a situation where their foreign aid is exploited by the Palestinian Authority to reward terrorists.

Last week, all Israelis bowed their heads, honouring the memories of our fallen heroes on Memorial Day for the Fallen Soldiers of Israel and Victims of Terrorism. Since the onset of the modern Zionist movement and its intent on returning Jewish sovereignty to our ancient homeland, 4,128 innocent lives have been taken by hate-filled terrorists.

Israel wants nothing more than to live in peace and security with all of our neighbours. If the Palestinians seek the same goal, then their first step must be to stop the glorification and support of terrorists. Ending the payments to convicted terrorists is not only an obligation of the Palestinian Authority, but an act of justice and morality which must be demanded by all members of the international community.

I call upon the Security Council to strongly condemn this ongoing support and glorification of terrorists by the Palestinian Authority.
