The purpose of the Seminar was to review the state of the Palestinian economy and to examine efforts under way by Governments and intergovernmental and civil society organizations to alleviate the current humanitarian emergency. The Seminar also aimed at mobilizing greater support for the attainment of the legitimate economic rights of the Palestinian people, thus contributing to the broader peace-building efforts in the region.
The Seminar was attended by donor and other Governments, intergovernmental organizations and entities of the United Nations system, representatives of Palestine, and non-governmental organizations active in the field, as well as experts. The Committee considers that the Seminar was a useful gathering and contributed to intensified international efforts to provide humanitarian assistance, in order to meet the emergency needs of the Palestinian people. It called upon the donors to disburse, on an urgent basis, the necessary funds for addressing the serious fiscal crisis of the Palestinian Authority. It called on the Occupying Power to abide by its obligations under international law and to immediately terminate its measures of collective punishment, which have caused grave loss of life and serious destruction of Palestinian properties, livelihood and infrastructure.
I have the honour to attach, for your information, the report of the Seminar (annexed). I should be grateful if you would have the text of the present letter, together with the report, circulated as a document of the fifty-sixth session of the General Assembly, under items 21 (e) and 53 of the preliminary list, and of the Economic and Social Council, under item 9 of the provisional agenda.
