Summary statement by the Secretary-General on matters of which the Security Council is seized and on the stage reached in their consideration

Addendum

Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

The list of items of which the Security Council is seized is contained in documents S/2003/40 of 14 February 2003, S/2003/40/Add.3 of 21 February 2003, S/2003/40/Add.4 of 24 February 2003, S/2003/40/Add.11 of 28 March 2003, S/2003/40/Add.14 of 17 April 2003, S/2003/40/Add.19 of 23 May 2003, S/2003/40/Add.20 of 30 May 2003, S/2003/40/Add.24 of 27 June 2003, S/2003/40/Add.37 of 26 September 2003 and S/2003/40/Add.38 of 3 October 2003.

During the week ending 11 October 2003, the Security Council took action on the following items:

Letter dated 5 October 2003 from the Permanent Representative of the Syrian Arab Republic to the United Nations addressed to the President of the Security Council (S/2003/939)

Letter dated 5 October 2003 from the Permanent Representative of Lebanon to the United Nations addressed to the President of the Security Council (S/2003/943)

By a letter dated 5 October 2003 addressed to the President of the Security Council (S/2003/939), the Permanent Representative of the Syrian Arab Republic to the United Nations requested that an emergency meeting of the Security Council be convened “to consider the violations of Syrian and Lebanese airspace committed on 5 October 2003 by the Israeli air force and the missile attack carried out by the latter on the same day against a civilian site situated inside Syrian territory”.

By a letter dated 5 October 2003 addressed to the President of the Security Council (S/2003/943), the Permanent Representative of Lebanon to the United Nations transmitted a letter of the same date from the Acting Minister for Foreign Affairs of Lebanon, and requested that an emergency meeting of the Security Council be convened to consider “these acts of aggression and the measures that must be taken to deter Israel”.

The Security Council met to consider the item at its 4836th meeting, held on 5 October 2003 in response to those requests.

The President, with the consent of the Council, invited the representatives of Algeria, Bahrain, Cuba, Djibouti, Egypt, the Islamic Republic of Iran, Israel, Jordan, Kuwait, Lebanon, the Libyan Arab Jamahiriya, Morocco, Oman, Qatar, Saudi Arabia, Somalia, the Sudan, Tunisia, the United Arab Emirates and Yemen, at their request, to participate in the discussion without the right to vote.

In response to the request contained in a letter dated 5 October 2003 from the Permanent Observer of Palestine to the United Nations (S/2003/942), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion.

In response to the request contained in a letter dated 5 October 2003 from the Permanent Representative of the Syrian Arab Republic to the United Nations (S/2003/941), the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Yahya Mahmassani, Permanent Observer of the League of Arab States to the United Nations.
