Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

The list of items of which the Security Council is seized is contained in documents S/2004/20 of 14 February 2004 and S/2004/20/Add.4 of 5 March 2004.

During the week ending 27 March 2004, the Security Council took action on the following items:

By a letter dated 23 March 2004 addressed to the President of the Security Council (S/2004/233), the Chargé d’affaires a.i. of the Permanent Mission of the Libyan Arab Jamahiriya to the United Nations, in his capacity as the Chairman of the Group of Arab States for the month of March 2004, and on behalf of the States members of the League of Arab States, referring to a letter dated 22 March 2004 from the Permanent Observer of Palestine (S/2004/231), regarding “the extrajudicial execution by Israel, the occupying Power, of Sheikh Ahmed Yassin”, requested that an immediate meeting of the Security Council be convened “to consider the above-mentioned grave Israeli violation of international humanitarian law and the escalation of Israeli military attack against the Palestinian people and their leadership and to take the necessary measures in this regard”.

The Security Council resumed its consideration of the item at its 4929th and 4934th meetings, held on 23 and 25 March 2004, respectively, in response to the above request.

At the 4929th meeting, the President, with the consent of the Council, invited the representatives of Bahrain, Cuba, Egypt, Indonesia, the Islamic Republic of Iran, Ireland, Israel, Japan, Jordan, Kuwait, Lebanon, the Libyan Arab Jamahiriya, Malaysia, Morocco, Norway, Qatar, Saudi Arabia, South Africa, the Sudan, the Syrian Arab Republic, Tunisia, the United Arab Emirates and Yemen, at their request, to participate in the discussion without the right to vote.

In response to the request contained in a letter dated 23 March 2004 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (S/2004/234), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion.

In response to the request contained in a letter dated 23 March 2004 from the Permanent Representative of Algeria to the United Nations (S/2004/236), the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Yahya Mahmassani, Permanent Observer of the League of Arab States to the United Nations.

In response to the request contained in a letter dated 23 March 2004 from the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the President extended an invitation under rule 39 of the Council’s provisional rules of procedure to Paul Badji, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.

At the 4934th meeting, the President drew attention to a draft resolution (S/2004/240) submitted by Algeria and the Libyan Arab Jamahiriya.

The Security Council proceeded to vote on draft resolution S/2004/240, which received 11 votes in favour (Algeria, Angola, Benin, Brazil, Chile, China, France, Pakistan, Philippines, Russian Federation, Spain), one against (United States of America) and three abstentions (Germany, Romania, United Kingdom of Great Britain and Northern Ireland), and was not adopted, owing to the negative vote of a permanent member of the Council.
