SUMMARY RECORD OF THE TWO HUNDRED AND FORTY-SIXTH MEETING Held in the Hôtel de Crillon, Paris, on Friday, 5 October 1951, at 11.45 a.m.
DRAFT LETTER FROM THE CHAIRMAN TO THE DELEGATIONS
The CHAIRMAN asked the Commission to continue its consideration of the text of the draft letter to be sent to the Arab and Israel delegations. In the light of developments, the Commission might wish to make some amendments or additions to the text. He felt that it was important for the letter to be worded in such a way as to do justice to the attitudes manifested by the delegations. A paragraph might perhaps be added after the portion in quotation marks, and the final paragraph should possibly be amended.
Mr. BARCO (United States) thought it was important to indicate that all the delegations had assured the Commission of their accord with the spirit of the Commission’s proposals.
Mr. MARCHAL (France) emphasized the need to recognize the fact that Israel had accepted the idea of a non-aggression declaration as formulated in the Chairman’s opening statement.
Mr. ARAS (Turkey) agreed, but pointed out that in the interests of fairness the extent of co-operation manifested by the Arabs in relation to the discussion of the proposals must in that case also be indicated.
After a further, exchange of views, the CHAIRMAN suggested that the Principal Secretary be asked to amend the draft letter on the lines of the Commission’s suggestions and to distribute it to the delegations on Sunday morning, 7 October 1951,
It was so decided.
