THE SITUATION IN THE MIDDLE EAST
SECURITY COUNCIL
Forty-fourth year

Letter dated 4 December 1989 from the Chargé d'affaires a.i. of the
Permanent Mission of Lebanon to the United Nations addressed to
the Secretary-General

On instructions from my Government, and in connection with previous letters concerning Israeli acts of aggression against Lebanese territory, I have the honour to inform you of the following:

(1) At 5.30 a.m. on Saturday, 2 December 1969, Israeli tanks and militia units, from the hill positions occupied by them at Ali al Taher, shelled Tahra, Sousidaa, the town of Nabatiye and the villages of Habbouche and Kfarruman. Most parts of the town were hit and heavy machine-gun fire was used to cut off the main roads in order to prevent the transport of the wounded to the hospitals, which resulted in the death of three people, including two children, and the wounding of 12 other people.

(2) At 5 a.m. on 3 December 1989, the Israeli occupation forces and militias again shelled the town of Nabatiye and the surrounding areas until 10 a.m., wounding a great number of people, causing extensive material damage and forcing people to remain in their homes by means of heavy sniper fire at the entrances to the town and the surrounding areas.

(3) On Saturday afternoon, 2 December 1989, Israeli occupation forces' artillery and militia shelled the villages of Hadatha, Aita al-Jabal and the suburbs of Tebnin, hitting a great number of houses including the positions of the Irish unit of UNIFIL in both Hadatha and Tebnin.

(4) For the third day in a row, on 4 December 1989, shelling of the town of Nabatiye and the villages of Habbouche, Kfarruman, Arab Salim and Jarjoue continued. The inhabitants of those villages have been cut off as a result of the heavy shelling, which resulted in 4 dead and 15 wounded in the village of Kfarruman.

The Lebanese Government denounces and condemns these repeated Israeli acts of aggression against civilians in southern Lebanon and requests that urgent steps be taken to put pressure on the Israeli authorities in order to halt these acts of aggression and to lift the armed blockade of the town of Habatiye and surrounding villages.

The Lebanese Government reserves the right to request a meeting of the Security Council for the purpose of examining the situation resulting from the latest developments which threaten peace and security in the region, at a time which it may deem appropriate.

I request you to have this letter circulated as an official document of the General Assembly, under agenda item 37, and of the Security Council.

(Signed) Chawki CHOUERI
Ambassador
Chargé d'affaires a.i.
