Summary statement by the Secretary-General on matters of which
the Security Council is seized and on the stage reached in their consideration

1. Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General wishes to submit hereunder the list of items of which the Security Council is currently seized, with references in parentheses to the previous summary statements that have been issued covering consideration of each item. 1

2. It will be recalled that, in the interest of economy, the Secretary-General reproduces only once annually the full, up-to-date list of items of which the Security Council is seized. In fulfilment of his responsibility under rule 11, an addendum to the basic list is issued weekly, making reference to those items on which further action has been taken by the Council during the week covered or indicating that there has been no change during that period.

3. The last full summary statement (S/2002/30) was issued on 15 March 2002. The last weekly addendum (S/2002/30/Add.51) covered developments up to 28 December 2002.

4. During the period since the last full summary statement, the Security Council included the following item in the agenda of its 4540th meeting, held on 22 May 2002, and concluded its consideration of the item at its 4542nd meeting, held on 23 May 2002:

“Admission of new Members” (see S/2002/30/Add.20).

5. Also during this period, the Security Council included the following item in the agenda of its 4584th meeting, held on 24 July 2002, and concluded its consideration of the item at its 4585th meeting, held on the same day:

“Admission of new Members” (see S/2002/30/Add.29).

6. Also during this period, the Security Council included the following item in the agenda of its 4616th meeting, held on 26 September 2002, and concluded its consideration of the item at the same meeting:

“Consideration of the draft report of the Security Council to the General Assembly” (see S/2002/30/Add.38).

7. Also during this period, the Security Council included the following item in the agenda of its 4629th meeting, held on 21 October 2002, and concluded its consideration of the item at the same meeting:

“Election of five members of the International Court of Justice” (see S/2002/30/Add.42).

8. Pursuant to the procedure set out in the note by the President of the Security Council of 29 August 1996 (S/1996/704), the Secretary-General, in his summary statement of 15 March 2002 on matters of which the Security Council is seized and on the stage reached in their consideration (S/2002/30), informed Member States that, as at 1 January 2002, the Security Council had not considered in formal meetings during the preceding five-year period (1997-2001) the following items (the item numbers correspond to those contained in paragraph 10 of document S/2002/30):

1. The Palestine question.

2. The India-Pakistan question (S/628).

3. The Hyderabad question (S/986).

9. Subsequently, in accordance with the procedure set out in document S/1996/704, Member States notified the Secretary-General of their wish to have items 1, 2, 3, 4, 5, 6, 8, 9, 10, 11, 12, 16, 17, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 31, 49 and 64 above retained on the list of matters of which the Security Council is seized. In the absence of any further notification by a Member State submitted by 30 April 2002 requesting the retention of an item listed in paragraph 8 above, the remaining items mentioned therein, that is, items 36, 61, 63, 66, 68 and 69, were deleted from the list of matters of which the Security Council is seized.

10. Pursuant to the procedure set out in the note by the President of the Security Council of 29 August 1996 (S/1996/704), the Secretary-General wishes to inform Member States that as at 1 January 2003 the Security Council had not considered in formal meetings during the preceding five-year period (1998-2002) the following items (the item numbers correspond to the listing contained in paragraph 13 of document S/2002/30):

1. The Palestine question.

2. The India-Pakistan question (S/628).

11. In accordance with the procedure contained in document S/1996/704, a Member State notified the Secretary-General on 5 November 2002 of its wish to have items 2, 3 and 8 above (“The India-Pakistan question”, “The Hyderabad question” and “The situation in the India/Pakistan subcontinent”, respectively) retained on the list of matters of which the Security Council is seized.

12. In the absence of any notification by a Member State submitted by 31 March 2003 requesting the retention of an item listed in paragraph 10 above (with the exception of items 2, 3 and 8 mentioned in paragraph 11 above), those items will be deleted from the list of matters of which the Security Council is seized.

13. During the week ending 4 January 2003, the Security Council took action on the following item:

The Security Council resumed its consideration of the item at its 4683rd meeting, held on 30 December 2002 in accordance with the understanding reached in its prior consultations.

The President drew attention to a draft resolution (S/2002/1397) submitted by Bulgaria, the United Kingdom of Great Britain and Northern Ireland and the United States of America, and made oral revisions to annex A to the draft resolution in its provisional form.

The Security Council proceeded to vote on draft resolution S/2002/1397, as orally revised in its provisional form, which was adopted as resolution 1454 (2002) by 13 votes in favour to none against, with 2 abstentions (Syrian Arab Republic and Russian Federation) (for the text, see S/RES/1454 (2002); to be issued in Official Records of the Security Council, Resolutions and Decisions of the Security Council, 1 August 2002-31 July 2003).

14. As at 4 January 2003, the list of matters of which the Security Council was seized was as follows, bearing in mind paragraphs 10, 11 and 12 above:
