Letter dated 13 April 1989 from the Permanent Observer of Palestine
to the United Nations addressed to the Secretary-General
I am instructed by His Excellency Mr. Yasser Arafat, President of the State of Palestine and Chairman of the Executive Committee of the Palestine Liberation Organization, which is vested with the powers and responsibilities of the Provisional Government of Palestine, to bring the following to your immediate attention.
At 0230 hours this morning, members of the Israeli armed forces raided the Palestinian village of Nahhaleen, near Bethlehem. As is well known, this is the Holy month of Ramadan and the faithful start their fasting at sunrise. The invading Israeli forces opened fire on the peaceful villagers, killing 7 and wounding more than 50. Among those killed are Subhi Muhammad Shakarneh, Riyad Muhammad Ali Ghayaza, Fuad Yusef Najajrah, Ibrahim Yusef Najajrah, Mahmoud Hassan Al Sheikh and Waleed Muhammad Safi. Some of the dead and injured were shot in their homes. As of 1200 hours, New York time, Nahhaleen is still under armed seige.
The situation in the Bethlehem area is particularly explosive. Daoud Khaled Nassar died today as a result of bullet wounds received on 6 April. Today, members of the Israeli armed forces shot dead 1 Palestinian in Hebron, and 17 others were shot and wounded in Gaza.
We are sure that Your Excellency is aware of Monday's shooting at the Jaffa Gate to the Old City of Jerusalem, where a member of the Israeli armed forces opened fire on Palestinians resulting in the killing of one Palestinian and the wounding of three others.
Israel, the occupying Power, should be condemned, as it is solely responsible for such criminal acts against our people under occupation. We demand immediate action by the Security Council to put an end to such criminal actions, pending a solution to the conflict.
The Security Council should assume its responsibility to provide physical protection for our people under Israeli occupation, hence it would be appreciated if the immediate attention of the members of the Security Council were drawn to the extremely serious situation in the Israeli-occupied Palestinian territory, with a view to taking immediate action.
We should be grateful if you would arrange to have the text of this letter circulated as an official document of the General Assembly, under agenda items 37, 39 and 78 of the preliminary list, and of the Security Council.
