Substitute the following phrase:

Page 4, lines 11-14:
Substitute the following sentence:
“He therefore felt that as Mr. Loftus’s letter offered more definite figures, at least for certain classes of movable property, and a sounder basis on which to work, it seemed to be desirable to adopt them as the principal basis for the evaluation.”
