INTRODUCTION


In April 1991, the Committee on the Exercise of the Inalienable Rights of the Palestinian People requested that the Division for Palestinian Rights of the United Nations Secretariat prepare urgently and update regularly, for the use of the Committee members and observers, a compilation of relevant recent statements, declarations and proposals regarding the settlement of the Arab-Israeli conflict, including the question of Palestine and the convening of the International Peace Conference on the Middle East. The first issue of the publication, prepared in response to the decision of the Committee, appeared the same month.

Note should be made that reproduced herein are only those parts of the statements, declarations, documents, proposals and initiatives, quoted or summarized, which relate to the Arab-Israeli conflict and the question of Palestine.
Excerpts from an interview with the Foreign Minister
of the Syrian Arab Republic Farouk al-Sharaa,
Larnaca, Cyprus, 4 February 1992


On 4 February 1992, at Larnaca, Cyprus, in an interview with an Al-Diyar correspondent, the Foreign Minister of the Syrian Arab Republic Farouk al-Sharaa expressed his views on the Moscow multilateral negotiations. In response to a question on his evaluation of the Moscow round, Mr. al-Sharaa said:

The following is the text of a statement of the Presidency of the European Community on the Middle East, issued at Lisbon, on 17 February 1992:

The Israeli delegation at the Washington round of the Middle East peace negotiations presented to the Palestinian side of the joint Jordanian-Palestinian delegation the following documents, dated 20 and 21 February 1992, reflecting Israeli perceptions of the self-government concept:
