Letter dated 14 September 2004 from the Permanent Representative of Lebanon to the United Nations addressed to the Secretary-General


On instructions from my Government, I have the honour to transmit herewith a summary of Israeli violations and acts of aggression against Lebanon from 27 August to 9 September 2004 (see annex).

These grave violations are part of a series of persistent and provocative Israeli violations of Lebanese territory, including air, sea and land, and intervene against the principles of international law, the resolutions of international legitimacy, and your repeated calls for their cessation.

In view of these violations and the stepping-up of Israeli threats against Lebanon and the safety of its territory and its citizens, Lebanon calls upon the United Nations to deter and prevent Israel from such dangerous acts, which constitute a threat to international security and peace. Lebanon holds Israel fully responsible for any consequences to which those acts may lead.

In drawing your attention to the grave consequences of such acts, I request to have this letter of complaint and its annex circulated as a document of the General Assembly, under agenda item 37, and of the Security Council.

Israeli maritime violations of Security Council resolution 425 (1978)


27 August 2004

At 0030 hours, an Israeli gunboat in Lebanese territorial waters off Ras-Naqoura fired a flare shell and at 0755 hours fired several bursts of medium machine-gun fire on the open sea.

28 August 2004

Between 2110 and 2205 hours, two Israeli helicopters violated Lebanese airspace at a medium altitude over Chebaa farms.

Between 2230 and 2300 hours, Israeli occupation forces positioned in Tallet El-Ramta inside Chebaa farms fired several bursts of medium machine-gun fire at the surroundings of this position.

29 August 2004

Between 1935 and 2000 hours, two Israeli helicopters violated Lebanese airspace at a medium altitude over Chebaa farms.

30 August 2004

Between 1048 and 1114 hours, two Israeli warplanes violated Lebanese airspace at different altitudes over Kfarchouba, headed to Dahr El-Baidar and circled over Chekka-Tripoli.

Between 1048 and 1135 hours, two Israeli warplanes violated Lebanese airspace at different altitudes over Kfarchouba, headed to Marjayoun and circled over Saida-Tyre.

Between 1048 and 1215 hours, an Israeli drone aircraft violated Lebanese airspace at a medium altitude over Rmeich and circled over Rmeich-Qana-Naqoura-Bent-Jbeil.

Between 1048 and 1730 hours, an Israeli drone aircraft violated Lebanese airspace at a medium altitude over Kfarchouba and circled over Kfarchouba-Hasbaya.

Between 1940 and 2135 hours, an Israeli drone aircraft violated Lebanese airspace at a medium altitude over Chebaa farms and circled over Kfarchouba-Khiam.

31 August 2004

Between 0939 and 1418 hours, an Israeli drone violated Lebanese airspace at a medium altitude over Rmeich, headed north and circled over Maraké-Jouwaya-Marjayoun and Rmeich.

Between 1045 and 1127 hours, two Israeli warplanes violated Lebanese airspace at a high altitude over Rmeile-Beirut and left over the sea off Naqoura.

At 1920 hours, Israeli occupation forces positioned in Fachkol farm inside Chebaa farms raked by medium machine-gun fire the surroundings of this position.

At 2030 hours, an Israeli gunboat in Lebanese territorial waters off Ras-Naqoura fired two flare shells on the open sea.

1 September 2004

Between 0100 and 0300 hours, an Israeli gunboat in Lebanese territorial waters off Ras-Naqoura fired four flare shells on the open sea.

Between 0633 and 0940 hours, an Israeli drone aircraft violated Lebanese airspace at a medium altitude and entered from over the sea off El-Zahrani, headed north to Baabda and El-Mansourie.

Between 0750 and 1240 hours, an Israeli warplane violated Lebanese airspace at different altitudes, entering from over the sea off Naqoura, and circled over Beirut-Jounieh.

Between 0910 and 1405 hours, an Israeli warplane violated Lebanese airspace at different altitudes, entering from over the sea off Naqoura, and circled over Beirut-Jounieh.

Between 1045 and 1110 hours, two Israeli warplanes violated Lebanese airspace at different altitudes, entering from over the sea off Chekaa, and circled over Chekaa-Bcharre and Jbeil.

Between 1530 and 1600 hours, an Israeli drone aircraft violated Lebanese airspace at different altitudes, entering from over the sea off El-Zahrani, headed north to Beirut and left over the sea off Tyre.

5 September 2004

Between 0917 and 1040 hours, an Israeli drone aircraft violated Lebanese airspace at a medium altitude, entering from over the sea off Tyre, and circled over Saida-Tyre.

6 September 2004

Between 1040 and 1055 hours, two Israeli helicopters violated Lebanese airspace at a medium altitude over Chebaa farms.

7 September 2004

Between 1040 and 1340 hours, an Israeli drone aircraft violated Lebanese airspace at a medium altitude, entering from over the sea off Tyre, and circled over Tyre-Qana-Nabatie and Sarafand.

8 September 2004

Between 1045 and 1110 hours, eight Israeli warplanes violated Lebanese airspace at different altitudes as follows:

– Four warplanes entered over Rmeich, headed north to Rayak-Hermel and returned towards the sea.

– Four warplanes entered from over the sea facing Jbeil, headed to Hermel and returned towards the sea.

At 1315 hours, an Israeli drone aircraft violated Lebanese airspace at a medium altitude, entering over Rmeich, and circled over Rmeich-Bent-Jbeil-Alma El-Chaab-Saida and Tyre.

9 September 2004

Between 1155 and 1230 hours, Israeli warplanes violated Lebanese airspace at different altitudes over the Rehan area.
