CABLE DATED 24 SEPTEMBER 1948 FROM RALPH BUNCHE
TO THE SECRETARY-GENERAL CONCERNING INVESTIGATION OF
ALLEGED VIOLATION BY ARAB FORCES


FOLLOWING FOR INFORMATION SECURITY COUNCIL:

ON WEDNESDAY 22 SEPTEMBER A REGULAR CONVOY PASSING FROM TELAVIV TO JERUSALEM WAS FIRED ON BY ARABS FROM THE LATRUN PUMPING STATION. THE UN OBSERVER IN CHARGE OF CONVOY, COL DUMONCEL, COURAGEOUSLY MOVED ON FOOT TOWARDS THE ASSAILANTS AND ATTEMPTED UNSUCCESSFULLY TO STOP FIRING. OCCUPANTS OF FIRST VEHICLE IN CONVOY, THREE CIVILIANS AND JEWISH LIAISON OFFICER TAKING COVER IN DITCH, WERE MASSACRED BY ATTACKERS WHO LOOTED VEHICLE AND THEN MADE OFF. SPECIAL INVESTIGATION TEAM WAS DISPATCHED TO SPOT IMMEDIATELY AND FULL INQUIRY IS PROCEEDING WITH ALL POSSIBLE SPEED. REPORT FIXING RESPONSIBILITY TO FULLEST EXTENT POSSIBLE WILL FOLLOW.
