Following a mortar attack against Sderot Town in Israel in the afternoon of 16 April 2001, the IDF carried out a military operation against several Palestinian Security Forces bases in the north and the middle area of the Gaza Strip last night. IDF tanks and bulldozers broke into a Palestinian Authority controlled area east of Beit Hanoun near the border fence destroying the Palestinian bases in that Area. The IDF has reoccupied several parts of Gaza Strip under the Palestinian Authority control along the border fence in Beit Hanoun area. The IDF used helicopter gunships, gunboats, and anti-tank rockets in shelling Preventive Security bases, Force 17 bases, the Police HQ in Gaza and Fatah Movement Office and Force 17 base in Deir El-Balah resulting in one fatality and fifteen casualties.

The IDF has also divided the Gaza Strip into three areas by closing Netzarim junction, the coastal and the Abu Houli-Gush Qatif road. All vehicles and persons including UNRWA vehicles and staff have been prevented from moving from one area to another. The ban on the free movement of UNRWA supplies, vehicles and staff has imposed more restrictions on the Agency's operations and obstructed the services it provides to the Palestinian refugees in the Gaza Strip.
