I refer to my letter addressed to you on 26 October 1972 [S/10816] in which I pointed out that the detention on 23 October by the Netherlands authorities at Amsterdam airport, to smuggle letter bombs, arms and ammunition for use by Arab terror organizations highlighted the responsibility of Arab Governments for the campaign of terrorism waged by Arab murder squads in the Middle East and in other parts of the world and those Governments' direct involvement in the barbaric atrocities perpetrated by Arab terror organizations.
On instructions of my Government, I have the honour to draw your attention to the hijacking yesterday, 29 October, of a Lufthansa aircraft by members of Arab murder squads, which underscores anew the Arab Government's responsibility for terror warfare.
The airplane departed from Damascus, Syria. It stopped at Beirut airport, and it was there that three agents of the terror organizations boarded it. The aircraft was hijacked after it had taken off from Beirut airport. Together with the three Arab murderers responsible for the killing of 11 Israeli sportsmen at the Olympic Games in Munich and shockingly released by the German authorities, the plane was then flown to Tripoli, Libya, where the Libyan authorities and press received the hijackers and the Munich murderers in triumph and jubilation. The reaction in other Arab capitals has also been one of praise and glee.
The grave responsibility of the Arab Governments for the continuation of the terror warfare which is directed against innocent civilians under the banner of Israel's destruction and the wresting from its people of the right to freedom and sovereignty is clear an unpardonable.
