REPORT OF THE SPECIAL COMMITTEE TO INVESTIGATE ISRAELI PRACTICES AFFECTING THE HUMAN RIGHTS OF THE POPULATION OF THE OCCUPIED TERRITORIES
Letter dated 19 August 1977 from the Charge d'affaires a.i. of the Permanent Mission of Iraq to the United Nations addressed to the Secretary-General
In pursuance of its policy of annexation and expansion., the Israeli Government has declared that it is enforcing its laws in the occupied West Bank and Gaza Strip. This step is a flagrant violation of the principles of the Charter of the United Nations, the Geneva Convention and all the relevant resolutions of the General Assembly, the Security Council and other United Nations agencies.
In conformity with the message addressed to you on 15 August 1977 by the Secretary-General of the League of Arab States wherein he asked you to interfere in order to put an end to such arbitrary actions by the Government of Israel, I have been asked by the Permanent Representatives of the Arab States to the United Nations and the Permanent Observer of the Palestine Liberation Organization to bring, through you, to the attention of the States Members of the United Nations, as well as the Committee on the Exercise of the Inalienable Rights of the Palestinian Peoples and the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Population of the Occupied Territories this latest threat to peace and security.
I kindly ask you to circulate this letter as well as the letter addressed to you by the Secretary-General of the League of Arab States as a document of the General Assembly under items 30 and 57 of the provisional agenda.

Letter from the Secretary-General of the League of Arab States to the Secretary-General of the United Nations
The Israeli Government announced, as mentioned in the news media, its intention to enforce its laws upon the Arab inhabitants in the Western Bank and the Gaza Strip in the fields of health, labour and other services. The Israeli Government also announced that this step is not a decision of annexation since the Western Bank and the Gaza Strip are actually parts of the Israeli peoples' land and it is impossible to annex Israeli land to the people of Israel.
As you know, the Government of Israel announced in 1967 a series of laws and procedures dealing with the annexation of Jerusalem. To that effect, the General Assembly and the Security Council adopted several resolutions condemning all the Israeli actions that change the status of Jerusalem. These United Nations resolutions also consider the Israel actions as null and void and call upon Israel to abrogate such laws.
Nevertheless, Israel continued its persistence to disregard and violate these resolutions. It announced recently the legalization of three settlements on the West Bank. Moreover, Menahem Begin, the Prime Minister of Israel, announced on 19 May 1977 that this action does not mean the annexation of the West Bank since it is considered liberated Israeli land.
These procedures reflect a flagrant challenge by Israel, which necessitates your speedy intervention and taking the appropriate measures within your capacity in order to put an end to the Israeli aggressive actions in contravention of the Charter of the United Nations and its resolutions.
No doubt Your Excellency will share with me the view that the perpetuation of these Israeli actions will inevitably complicate the efforts to reach a just peace in the area and threaten international peace and security.
