Situation in southern Lebanon

Report of the Secretary-General

1. By its resolution 1986/43 of 12 March 1986, entitled "Situation in southern Lebanon", the Commission on Human Rights requested the Secretary-General to monitor the implementation of that resolution and to submit to the General Assembly a report on the result of his efforts in that regard. The Economic and Social Council, by its decision 1986/148 of 23 May 1986, endorsed the Commission's request.

2. Commission on Human Rights resolution 1986/43 addresses itself to the human rights and humanitarian aspects of the situation in southern Lebanon. As is well known, by virtue of mandates entrusted to him by the General Assembly and the Security Council. the Secretary-General and his representatives, as well as the personnel of the peace-keeping operations stationed in the area, have been endeavouring, to the extent possible, to deal with various problems existing in southern Lebanon. Human rights and humanitarian principles are constantly in the forefront of the preoccupations of the Secretary-General and his representatives in their efforts to improve the situation in southern Lebanon and to promote peaceful solutions of problems being experienced.

3. Details of the relevant efforts of the Secretary-General, which he continues to deploy in line with the principles of the Charter of the United Nations, bearing in mind the need to respect human rights and humanitarian norms, may be found in the Secretary-General's report to the Security Council on the United Nations Interim Force in Lebanon (S/18164 and Add.1 and Add.l/Corr.l) and his report to the General Assembly on assistance for the reconstruction and development of Lebanon (A/41/679).
