QUESTION OF THE VIOLATION OF HUMAN RIGHTS IN THE OCCUPIED ARAB TERRITORIES, INCLUDING PALESTINE

Letter dated 31 January 1991 from the Permanent Observer for
Palestine to the United Nations Office at Geneva
addressed to the Under-Secretary-General for Human Rights

1. The Israeli occupation authorities have imposed a strict curfew on all the Palestinian occupied territories since 17 January 1991. The curfew still continues, and serious shortage of food and medical supplies is being felt. Cases of illness and malnutrition are reported among the Palestinian people in the occupied territories, and the situation is getting worse every day. Moreover, any Palestinian, man, woman or child, who attempts to go out of a house to try to get some food, is being shot by the Israeli occupation forces.

2. We, hereby, request you to intervene directly with the Israeli Government, in the name of the Commission on Human Rights, in order that the Israeli occupation authorities lift the curfew without delay, for humanitarian reasons.

3. We also request you to consider the present memorandum as an official document of the forty-seventh session of the Commission on Human Rights.
