I have the honour to transmit herewith a letter addressed to you by the acting Minister for Foreign Affairs and Emigration to denounce the violation of Lebanese airspace by Israeli military aircraft targeting a site situated inside the territory of Syria. Lebanon requests the Security Council to convene an emergency meeting to consider these acts of aggression and the measures that must be taken to deter Israel.
Annex to the letter dated 5 October 2003 from the Permanent Representative of Lebanon to the United Nations addressed to the President of the Security Council
We wish to inform you that on the morning of Sunday, 5 October 2003, the Israeli air force violated Lebanese airspace, targeting a site situated inside the territory of the Syrian Arab Republic. Moreover, on the same day, in the afternoon, eight Israeli military aircraft violated Lebanese airspace in southern and northern Lebanon.
It should be noted that, despite the positions repeatedly taken by the Secretary-General, and notwithstanding the statements and warnings of his representative in Lebanon, Israel’s violations of Lebanese airspace are continuing without any reason or justification. The latest of these violations consisted of the use of Lebanese airspace today to attack a neighbouring fraternal State. This act constitutes a grave escalation and a new development in the methods of aggression resorted to by Israel. Lebanon therefore requests the Security Council to convene an emergency meeting in order to consider these acts of aggression and to take the necessary measures to deter Israel.
The violations referred to above, in particular the most recent violation, constitute a shameful attack on the blue line maintained by the United Nations in southern Lebanon, a threat to stability along this blue line and a manifestation of Israel’s attempts to export abroad its current impasse in the occupied territories.
While drawing the attention of the Security Council to this grave situation, Lebanon has full confidence in the measures that the Council will take to condemn Israel and put an end to its aggression, the disastrous consequences of which are liable to shatter the balance of deterrence established in southern Lebanon along the blue line, and pose serious threats to the security and stability of the region.
