PALESTINE PROGRESS REPORT OF THE UNITED MEDIATOR ON PALESTINE

Guatemala: Amendment to the United States amendment (Document A/C.1/397)
to the draft resolution of the United Kingdom (Document A/C.1/394)


1. Delete numbered paragraph two and substitute the following paragraph of the Australian draft resolution (document A/C.1/396):

“REQUESTS the Security Council to give sympathetic consideration to an application for the admission of the State of Israel to the United Nations if and when such application will be submitted;”

2. Delete paragraph 3 and substitute the following:

“ESTABLISHES a Conciliation Commission composed of 3 (or 5) personalities appointed by the President of the General Assembly and the Secretary-General of the United Nations. The Commission shall have the following functions:”

3. Paragraph 3(c): delete the part beginning with:

“... including in particular ...” to the end of the paragraph;

4. Paragraph 4: substitute the following:

“INSTRUCTS the Conciliation Commission to assist the governments and authorities concerned with a view to delimiting the frontiers in Palestine, in conformity with the principles of the Resolution of 29 November 1947, without excluding any territorial settlement mutually acceptable to the parties. In the event of failure to secure agreement on the boundaries and related matters, the Commission shall report to the General Assembly for the purpose of final determination of the question by the Assembly;”

5. Add the following paragraph:

“The Commission shall assist the inhabitants of the Arab territory of Palestine in deciding upon the political organization they wish to give to the said territory. No annexation to a neighboring State shall be decreed without the consent of the people, freely and legally expressed;”
