Palestinian-Israeli second round
of direct negotiations

Sharm el-Sheikh
14 September 2010

First Round

The International Quartet for Peace in the Middle East called on August 20, 2010 upon both the Palestinian Authority and Israel to restart direct peace negotiations on September 1, in the hope that an agreement would be reached within a year from the latter date.

US President Barak Obama invited President Hosni Mubarak and King Abdullah II of Jordan to Washington to witness the re-launch of the negotiations in the presence of Palestinian President Mahmud Abbas and Israeli Prime Minister Binyamin Netanyahu.

A five-way summit was held on September 1, which gathered Presidents Mubarak, Obama and Abbas, King Abdullah II and Prime Minister Netanyahu to announce the re-launch of the negotiations.

After the meeting, President Mubarak delivered a speech in which he urged the Palestinians and the Israelis to adopt practical measures as proof of their serious quest for peace. He also stressed that settlement activities on Palestinian territories are contrary to international law; they will neither create rights for Israel nor achieve peace or security for the Israelis.

In the 1st round of negotiations held on September 2, the two parties tabled their demands. Palestinian President Abbas highlighted the need for upholding international legitimacy as a frame of reference and called upon Israel to stand by its promise to halt all forms of settlement activities in the occupied territories, to lift the Gaza blockade and to desist from all forms of provocation.

Israeli Prime Minister Netanyahu on the other hand asserted that achieving peace requires making painful sacrifices by the two sides, adding that he was prepared to go the extra mile to achieve peace in a short period of time.

The two sides will hold meetings twice a month. Egypt has agreed to host the 2nd round of negotiation on September 14 – 15, in Sharm al-Sheikh.

Issues to be discussed include the borders, Jerusalem, security, water, settlement activities and the detainees.
