At the request of Mr. Lifshitz, of the Delegation of Israel, the following is to be inserted in place of the existing paragraph:

“Mr. Lifshitz expressed his respect to the Chairman and to his new Colleague, Mr. Labbane, the member of the Egyptian Delegation who represented all the Arab States on this Committee. He was pleased to see set up the first mixed committee where both the interested parties were present and to assure the Committee that he approached the task entrusted to it by the General Committee of the Conciliation Commission in a cooperative spirit and would do his best that the Mixed Israeli-Arab Committee develop into a constructive instrument for reaching agreement in order to accomplish its work in harmony and prove a success. This Committee was set up on an expert level to deal with a specific problem along lines already determined and agreed upon by the respective delegations represented at the Lausanne talks. He pointed out, however, that the members of this Committee should bear in mind that they were members of delegations nominated by their governments to deal at these talks with a wider scope of problems than that particular one assigned to them in the framework of this Committee on which they sat now. It was also the first attempt to form an official civilian body consisting of Israeli and Arab members under the auspices of the Conciliation Commission to establish contact and direct negotiations between the parties concerned. He would be very glad if the results of the work of the Committee would prove, through its practical results, that this was the best method of approach to deal with questions which required clarification and study. He was of the same opinion as Mr. Labbane that the Committee should wait for the arrival of the experts and of the necessary documentation before beginning discussion of the technical questions and also that meetings of the Committee should be private in nature but that summary records should be kept.”
