Report of the Special Political Committee

I. INTRODUCTION


1. The item entitled
was included in the provisional agenda of the forty-first session of the General Assembly in accordance with Assembly resolutions 40/165 A to K of 16 December 1985.

2. At its 3rd plenary meeting, on 20 September 1986, the General Assembly, on the recommendation of the General Committee, decided to include the item in its agenda and to allocate it to the Special Political Committee.

3. The Special Political Committee examined the item at its 13th to 19th meetings, between 27 October and 4 November 1986 (see A/SPC/41/SR.13 and Corr.1 and 14-19).

4. The Committee had before it the following documents:

(a) Report of the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East for the period 1 July 1985 to 30 June 1986; 1/

(b) Report of the Working Group on the Financing of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (A/41/702);

(c) Note by the Secretary-General transmitting the report of the United Nations Conciliation Commission for Palestine, in accordance with paragraph 6 of General Assembly resolution 512 (VI) of 26 January 1952 and paragraph 5 of General Assembly resolution 40/165 A of 16 December 1985 (A/41/455);

(d) Report of the Secretary-General submitted in pursuance of General Assembly resolution 40/165 D of 16 December 1985 (A/41/563);

5. At its 13th meeting, on 27 October, the Committee heard a statement by the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), who introduced his report. 1/

6. At the same meeting, the representative of Norway, Rapporteur of the Working Group on the Financing of UNRWA, introduced the report of the Working Group (A/41/702).

II. CONSIDERATION OF PROPOSALS

7. In the course of its deliberations, the Special Political Committee considered 11 draft resolutions, as set forth below.

A. Draft resolution A/SPC/41/L.7

8. At the 16th meeting, on 30 October, the representative of the United States of America introduced a draft resolution (A/SPC/41/L.7) entitled "Assistance to Palestine refugees", sponsored by her delegation.

9. At the 19th meeting, on 4 November, the representative of the United States of America orally revised draft resolution A/SPC/41/L.7, by substituting "resolution 40/165 A of 16 December 1985" for "resolution 39/99 A of 14 December 1984" in the first preambular paragraph.

10. At the same meeting, the Committee adopted draft resolution A/SPC/41/L.7, as orally revised, by a recorded vote of 119 to none, with 1 abstention (see para. 24, draft resolution A). The vote was as follows: 2/

B. Draft resolution A/SPC/41/L.8

11. At the 19th meeting, on 4 November, the representative of the Netherlands introduced a draft resolution (A/SPC/41/L.8), entitled "Working Group on the Financing of the United Nations Relief and Works Agency for Palestine Refugees in the Near East" sponsored by Austria, Canada, Denmark, Germany, Federal Republic of, India, Indonesia, Liberia, Malaysia, the Netherlands, New Zealand, Nigeria, Pakistan, the Philippines, Spain, Sweden and Yugoslavia, subsequently joined by Bangladesh.

12. On 31 October, the Secretary-General, in accordance with rule 153 of the rules of procedure of the General Assembly, had submitted a statement (A/SPC/41/L.18) on the programme budget implications of the draft resolution.

13. At the 19th meeting, on 4 November, the Committee adopted draft resolution A/SPC/41/L.8 without a vote (see para. 34, draft resolution B).

C. Draft resolution A/SPC/41/L.9

14. At the 19th meeting, on 4 November, the representative of Sweden introduced a draft resolution (A/SPC/41/L.9), entitled "Assistance to persons displaced as a result of the June 1967 and subsequent hostilities" sponsored by Austria, Belgium, Canada, Cyprus, Denmark, Finland, Germany, Federal Republic of, Greece, India, Indonesia, Ireland, Italy, Japan, Malaysia, Mali, the Netherlands, Norway, Pakistan, the Philippines, Sri Lanka and Sweden, subsequently joined by Belgium.

15. At the same meeting, the Committee adopted draft resolution A/SPC/41/L.9 without a vote (see para. 34, draft resolution C).

D. Draft resolution A/SPC/41/L.10

16. At the 19th meeting, on 4 November, the representative of Bangladesh introduced a draft resolution (A/SPC/41/L.10), entitled "Offers by Member States of grants and scholarships for higher education, including vocational training for Palestine refugees" sponsored by Afghanistan, Bangladesh, Cuba, Egypt, Indonesia, Jordan, Malaysia, Pakistan, and Yugoslavia.

17. At the same meeting, the Committee adopted draft resolution A/SPC/41/L.10 by a recorded vote of 121 to none, with 1 abstention (see para. 34, draft resolution D). The voting was as follows: 3/

E. Draft resolution A/SPC/41/L.11

18. At the 19th meeting, on 4 November, the representative of Pakistan introduced a draft resolution (A/SPC/41/L.11), entitled "Palestine refugees in the Gaza Strip" sponsored by Afghanistan, Bangladesh, Cuba, Egypt, India, Indonesia, Malaysia, Pakistan and Yugoslavia.

19. At the same meeting, the Committee adopted draft resolution A/SPC/41/L.11 by a recorded vote of 117 to 2, with 3 abstentions (see para. 34, draft resolution E). The voting was as follows:

20. At the 19th meeting, on 4 November, the representative of Pakistan introduced a draft resolution (A/SPC/41/L.12), entitled "Resumption of the ration distribution to Palestine refugees" sponsored by Afghanistan, Bangladesh, Cuba, Egypt, Indonesia, Malaysia, Pakistan and Yugoslavia.

21. At the same meeting, the Committee adopted draft resolution A/SPC/41/L.12 by a recorded vote of 98 to 20, with 4 abstentions (see para 34, draft resolution F) . The voting was as follows:
