Letter dated 21 April 2014 from the Permanent Representative
of Jordan to the United Nations addressed to the President of
the Security Council



Acting upon the instruction of my Government, I have the honour to formally submit the attached letter to the Security Council (see annex).

I should like to request formally that the present letter and the annex thereto be circulated as a document of the Security Council.

Annex to the letter dated 21 April 2014 from the Permanent Representative of Jordan to the United Nations addressed to the President of the Security Council


I would like to bring to your attention the extremely worrying developments in East Jerusalem, and in particular in the Haram al-Sharif (Al-Aqsa) compound, where Israel’s illegal practices continue to provoke the national and religious sentiments of all Arabs and Muslims, and to cause tensions and continued unrest.

In recent weeks, violations and unhindered incursions into the Haram al-Sharif compound by settlers and extremists intensified under the protection of Israeli police and security forces. Moreover, Israel’s police continued to attack employees of the Jordanian Awqaf department at Haram al-Sharif, blocked the gates of Haram al-Sharif and denied Muslim worshippers under the age of 50 entry into the mosque at the time of prayer, violating their right to worship.

Such illegal practices constitute a flagrant violation of Israel’s obligations, as an occupying Power, under international humanitarian law, as well as article 9 of the treaty of peace between Jordan and Israel signed in 1994.

I want to highlight these alarming developments, given the Hashemite Kingdom of Jordan’s role as an administrator of Haram al-Sharif and His Majesty King Abdullah II’s role as the Custodian of the Muslim and Christian holy sites in Jerusalem. The continuous Israeli provocations will certainly undermine ongoing peace efforts between Palestine and Israel, which we believe in and support fully.

The international community must send a clear message to Israel that such actions and transgressions, as well as other actions in the Occupied Palestinian Territory, will not be tolerated and must stop. The attempt by Israel to create a new de facto situation in Haram al-Sharif is unlawful and will not establish any right for Israel under international law. Its position towards Haram al-Sharif remains that of an occupying Power.
