Letter dated 13 July 1988 from the Permanent Representative
of Lebanon to the United Nations addressed to the
Secretary-General


I have the honour to inform you that the Lebanese Government has decided to request the Security Council to extend the mandate of the United Nations Interim Force in Lebanon (UNIFIL), which expires on 31 July 1988, for a further period of six months, on the basis of the provisions of Security Council resolutions 425 (1978), 426 (1978), 501 (1982), 508 (1982), 509 (1982) and 520 (1982) and of other relevant resolutions and decisions of the Security Council.

The Lebanese Government is submitting the request for extension because it is persuaded that, inspite of the difficult conditions in southern Lebanon, the presence of UNIFIL continues to be highly necessary and constitutes an important factor of stability and an international commitment to the upholding of the independence, sovereignty and territorial integrity of Lebanon. The Lebanese Government urgently calls upon the Security Council to implement the resolutions which is has unanimously adopted since 1978.

The Lebanese Government reaffirms the terms of the mandate of UNIFIL as laid down in resolutions 425 (1978) and 426 (1978) of 19 March 1978 and resolutions 501 (1982) and 509 (1982) and stresses the need to enable UNIFIL to implement these provisions so as to ensure Israel's immediate and unconditional withdrawal from Lebanese territory, the deployment of UNIFIL up to the internationally recognized boundaries and the Force's assistance to the Lebanese Government in extending its sovereignty and authority throughout its territory.

The Lebanese Government holds Israel responsible for obstructing the implementation of the resolutions of the Security Council by its persistence in refusing to withdraw from the Lebanese territory which it has taken over by force and dominated the "security zone". It also holds it responsible for its establishment of the so-called "South Lebanon Army" and its use, along with regular Israeli forces, for the continuation of aggression against Lebanese territory and of arbitrary, inhumane practices against the civilian population. The letters of complaint submitted by Lebanon and issued as official documents of the Security Council and the General Assembly expose Israel's policy of aggression and furnish irrefutable proof that these acts of aggression and these practices are becoming daily more brutal and more cruel and increasingly conflict with the Charter of the United Nations, international law and the resolutions of the Security Council, which is responsible for peace and security in southern Lebanon, on the basis of its responsibility for international peace and security and for the implementation of the resolutions which it adopts.

The Lebanese Government takes this opportunity to pay tribute to the UNIFIL command, troops and administrators and to the troop-contributing countries and to express its gratitude for their efforts and sacrifices in serving the cause of peace in Lebanon. It also pays tribute to the Secretary-General and his aides for their efforts and endeavours and for the possibilities - limited though these may be - which they afford for UNIFIL to continue its presence and its work in southern Lebanon.
