The 383rd meeting of the Committee took place on 8 August 2017. Over 36 Committee Members/Observers were in attendance in addition to several civil society organizations. The Chair of the Committee (Senegal) provided brief updates on recent Committee activities, including the Committee’s sponsorship of a Palestinian lecturer for the Universidad Complutense summer course entitled “Palestine, Half a Century of Occupation: A Legal, Political and Human Approach” held in Madrid on 3-7 July, and the Committee delegation's participation in the Organisation of Islamic Cooperation Council of Foreign Ministers 44th Session, convened in Abidjan, on 10-11 July. The Committee's Rapporteur (Malta) delivered the reports of two recent international meetings, namely the United Nations Forum to Mark Fifty Years of Occupation held on 29-30 June at UNHQ in New York, and the International Conference on the Question of Jerusalem held on 20-21 July in Baku Azerbaijan. The Committee also received a briefing from the Permanent Observer of the State of Palestine regarding the current situation in the Occupied Palestinian Territory, including East Jerusalem. The Chair furthermore provided an update on the Committee's ongoing capacity building programme and urged Members/Observers to support training opportunities of Palestinian civil servants, particularly in the context of the international conventions the State of Palestine has ratified. The Chair concluded by reminding attendees about the Committee's upcoming activities, including the 2 November expert-lecture on the occasion of marking seventy years of the Balfour Declaration and this year's Solidarity Day activities on 29 November.

At its meeting on 17 May 2017, the Committee approved two provisional programmes, namely the programme for the UN Forum marking 50 years of occupation which will be held at UNHQ on 29-30 June 2017 and the progamme for the International Conference on the Question of Jerusalem which will convene in Baku, Azerbaijan, on 20-21 July 2017. The Committee also decided to convey to the Secretary-General its position on the quarterly reports on the implementation of Security Council resolution 2334 (2016), namely that the reports should be in writing, be substantive, and clearly address compliance of the parties. Furthermore, the Rapporteur of the Committee (Malta), briefed on the International Roundtable in Managua, Nicaragua and the Committee Delegation visit to Mexico in February 2017, as well as the Capacity Building Workshop for staff of the Palestinian Government, in Beirut, Lebanon, in April 2017. The Committee also heard a briefing by the Deputy Permanent Observer of the State of Palestine on the situation in the Occupied Palestinian Territory (OPT), including East Jerusalem, which focused on Israel’s continued settlement activity in the OPT, the ongoing hunger strike of Palestinian prisoners and the dire funding situation of UNRWA. In conclusion, the Chairman of the Committee (Senegal), urged members to share with the Committee at their earliest convenience updates on their activities related to the question of Palestine and contribute to the expansion of the Committee’s capacity building programme within framework of implementation of Agenda 2030 and South-South and Triangular Cooperation.

At its meeting on 10 November 2015, the Committee heard a briefing by Amb. Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations, on the situation in the Occupied Palestinian Territory, including East Jerusalem. The Committee also approved four draft resolutions for submission to the General Assembly under agenda item "Question of Palestine". Also, the Committee heard briefings on economic costs of the Israeli occupation for the Palestinian people by Mr. Mahmoud Elkhafif, Coordinator of the United Nations Conference on Trade and Development (UNCTAD) Assistance to the Palestinian People Unit, and Mr. Atif Kubursi, Emeritus Professor of Economics at McMaster University in Canada.

Background

In its resolution A/68/12 of 26 November 2013, the General Assembly decided to proclaim 2014 the International Year of Solidarity with the Palestinian People (IYSPP), and requested the Committee on the Exercise of the Inalienable Rights of the Palestinian People to organize activities to be held during the year, in cooperation with Governments, relevant organizations of the United Nations system, intergovernmental organizations and civil society organizations.

The objective of the IYSPP would be to promote solidarity with the Palestinian people as a central theme, contributing to international awareness of (a) core themes regarding the question of Palestine, as prioritized by the Committee, (b) obstacles to the ongoing peace process, particularly those requiring urgent action such as settlements, Jerusalem, the blockade of Gaza and the humanitarian situation in the occupied Palestinian territory and; (c) mobilization of global action towards the achievement of a comprehensive, just and lasting solution of the question of Palestine in accordance with international law and the relevant resolutions of the United Nations.

The Committee also heard a report by Amb. Rodolfo Reyes Rodríguez (Cuba), Vice-Chairman of the Committee, on the special meeting of the Committee held in Caracas on 17 and 18 April 2013, as well as a report by the Committee Rapporteur, Amb. Christopher Grima (Malta), on the UN International Meeting on the Question of Palestine held in Addis Ababa on 29 and 30 April 2013. The Committee also adopted the provisional programme of the upcoming UN International Meeting in Support of Israeli-Palestinian Peace to be held in Beijing on 18 and 19 June 2013.

The Committee on the Exercise of the Inalienable Rights of the Palestinian People, at the invitation of the Bolivian Republic of Venezuela, convened a Special meeting of the Committee at the historical Yellow House in Caracas on 17 and 18 April 2013. Ambassador Abdou Salam Diallo, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, Mr. Riad Malki, Foreign Affairs Minister of the State of Palestine, and Mr. Elias Jaua Milano, Minister of the People’s Power for Foreign Affairs of the Bolivarian Republic of Venezuela opened the meeting. The Meeting addressed two main issues: the implications of the resolution adopted by the General Assembly on 29 November 2012 to grant the status of Non-Member Observer State to Palestine in the United Nations, and initiatives to re-launch worldwide and regional solidarity with the Palestinian people and the State of Palestine. At the closing of the Meeting, the Committee adopted the Caracas Declaration in Solidarity with the Palestinian People and the State of Palestine.

The Committee on the Exercise of the Inalienable Rights of the Palestinian People, in cooperation with the Permanent Observer Mission of the State of Palestine, held a special screening of the documentary Arafat at United Nations Headquarters on 20 March 2013. The film was dedicated to the leadership and legacy of the Palestinian leader whose name has become synonymous with a life-long struggle for the legitimate Palestinian rights. This 90-minute film provides a comprehensive look at Yasser Arafat’s journey through exclusive testimonies from his old brothers-in-arms and rare archival footage. Arafat is also a commanding account of the complicated Arab and international political dynamics of the time. It transports the viewer from mandatory Palestine to the 1948 war, the founding of the Fatah movement, the different phases of its struggle, both military and diplomatic, until the day when Arafat was laid to rest in Ramallah. Ms. Sahar Baassiri, a Lebanese journalist who wrote and co-produced Arafat, in collaboration with the Yasser Arafat Foundation of Ramallah, made introductory remarks before the UN premiere.

Saleumxay Kommasith, Permanent Representative of the Lao People's Democratic Republic to the United Nations, reported to the Committee on the United Nations Asian and Pacific Meeting in Support of Israeli-Palestinian Peace held in Bangkok on 10 and 11 July 2012. Also, the Committee heard a briefing on the humanitarian impact of settlements and forced displacements in the Occupied Palestinian Territory, including East Jerusalem, by the Office for the Coordination of Humanitarian Affairs, the United Nations Relief and Works Agency for Palestine Refugees in the Near East, and the Norwegian Refugee Council.

The 2012 session of the Committee on the Exercise of the Inalienable Rights of the Palestinian People was opened by Secretary-General Ban Ki-moon. At the meeting, the Committee elected members of its Bureau: Amb. Abdou Salam Diallo (Senegal) as Chairman, Amb. Zahir Tanin (Afghanistan) and Amb. Pedro Núñez Mosquera (Cuba) as Vice-Chairmen, and Amb. Christopher Grima (Malta) as Rapporteur. The Committee adopted its programme of work for 2012 (A/AC.183/2012/CRP.1). The Committee approved the request of Ecuador to become a full member. The Chairman reported on the UN Seminar on Assistance to the Palestinian People, held in Cairo on 6-7 February 2012. The Committee approved the provisional programme of the UN International Meeting on the Question of Palestine, to be held at UNOG on 3-4 April 2012.

The Committee heard briefings by Ms. Deborah Seward, Director of the Strategic Communications Division, DPI, on the observance of the International Day of Solidarity with the Palestinian People worldwide, and by Amb. Riyad Mansour, Permanent Observer of Palestine to the UN, on the situation in the Occupied Palestinian Territory and developments in the political process. The Committee approved the request of Saudi Arabia to become an observer of the Committee. It also approved the provisional programme of the UN Seminar on Assistance to the Palestinian People in 2012.

The Committee heard briefings by Amb. Palitha Kohona, Permanent Representative of Sri Lanka to the UN in his capacity as Chair of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories about the recent findings by the Special Committee during a fact-finding mission to the region including Gaza, and by Amb. Riyad Mansour, Permanent Observer of Palestine to the UN, on the situation in the Occupied Palestinian Territory and developments in the political process. The Committee approved draft General Assembly resolutions entitled ”Committee on the Exercise of the Inalienable Rights of the Palestinian People”, “Division for Palestinian Rights”, “Special information programme on the question of Palestine of the Department of Public Information of the Secretariat” and “Peaceful settlement of the question of Palestine”. The Committee accredited 3 civil society organizations.

At its meeting on 27 July 2011, the Committee heard a briefing by Amb. Riyad Mansour, Permanent Observer of Palestine to the United Nations, on the situation in the Occupied Palestinian Territory and developments in the political process. Also, Committee Chairman Amb. Abdou Salam Diallo reported on the outcome of the United Nations International Meeting in Support of the Israeli-Palestinian Peace Process held in Brussels on 28 and 29 June 2011, and Mr. Hasan Ferdous, Acting Chief of the Palestine, Decolonisation and Human Rights Section in the Department of Public Information (DPI), briefed the Committee on the outcome of the International Media Seminar on Peace in the Middle East organised by DPI in Budapest on 12 and 13 July 2011.

At its meeting on 20 June 2011, the Committee heard briefings by Mr. Richard Cook, Director of the UNRWA Representative Office in New York, on the Agency's new report on the Palestinian labour market in the West Bank and Gaza, and by Ms. Hiba Qaraman of Save the Children UK, representing the Association of International Development Agencies (AIDA), on the effects of access restrictions on aid agencies working in the Occupied Palestinian Territory. The Committee also approved the provisional programmes of the United Nations International Meeting in Support of the Israeli-Palestinian Peace Process to be held in Brussels on 28 and 29 June 2011.

The Committee met on 17 March 2011 and received updates on the situation on the ground in the Occupied Palestinian Territory. The Committee also approved the provisional programmes of the United Nations Latin American and Caribbean Meeting in Support of Israeli-Palestinian Peace and the United Nations Meeting of Civil Society in Support of Israeli-Palestinian Peace to be held in Montevideo from 29 to 31 March 2011.

The 2011 session of the Committee on the Exercise of the Inalienable Rights of the Palestinian People was opened by Secretary-General Ban Ki-moon on 21 January 2011. At the meeting, the Committee elected members of its Bureau: Amb. Abdou Salam Diallo (Senegal) as Chairman, Amb. Zahir Tanin (Afghanistan) and Amb. Pedro Núñez Mosquera (Cuba) as Vice-Chairmen, and Amb. Saviour F. Borg (Malta) as Rapporteur. The Committee also adopted its programme of work for the year.

At its 328th meeting on 23 November 2010, the Committee elected H.E. Amb. Abdou Salam Diallo, Permanent Representative of Senegal to the United Nations, as its new Chairman. Amb. Diallo replaced Amb. Paul Badji, who had left New York for a new assignment.

The Committee also approved the programme of the upcoming United Nations International Meeting on the Question of Palestine, to be held in Cairo in February under the theme "The urgency of addressing the plight of Palestinian prisoners in Israeli prisons and detention facilities."

At its 327th meeting on 10 November 2010, the Committee heard a briefing by Amb. Riyad Mansour, Permanent Observer of Palestine to the United Nations, on latest developments in the Occupied Palestinian Territory and in the political process. The Committee also heard from a special guest, Ms. Amira Hass, a well-known journalist with the Israeli daily newspaper Haaretz, who shared her experience and assessment of the situation in the Occupied Palestinian Territory.

Also, the Committee unanimously approved draft resolutions to be submitted to the General Assembly under agenda item 37 "Question of Palestine" on its own work, the Division for Palestinian Rights and the Special programme on the question of Palestine of the Department of Public Information, as well as the draft entitled "The peaceful settlement of the question of Palestine".

At its meeting on 20 August, the Committee approved a request by Venezuela, an observer of the Committee, for becoming its member and agreed to forward the request to the General Assembly for a decision. The Committee also approved requests by four civil society organizations for accreditation by the Committee.

At its meeting on 9 June, the Committee heard from a special guest, Mr. Edward Peck, President of Foreign Services International, a civil society organization based in the Washington D.C. area. Ambassador Peck had a diplomatic career of 32 years during which he served in a number of United States Embassies and was Chief of Mission in Mauritania and Iraq. He was aboard one of the ships of the Free Gaza Flotilla to deliver humanitarian goods to Palestinians in the Gaza Strip. He shared with the Committee what he had personally witnessed when the flotilla was intercepted by Israel, as well as his views on what needs to be done to bring peace to the Middle East.

The Committee also approved the provisional programme of the United Nations African Meeting on the Question of Palestine to be held in Rabat on 1 and 2 July 2010, under the theme "Strengthening the support by African States for a just and lasting solution of the question of Jerusalem".

The Committee met in New York on 21 April and received updates on the situation on the ground in the Occupied Palestinian Territory. The Committee approved the provisional programme of the United Nations International Meeeting in Support of the Isreali-Palestinian Peace Process and the United Nations Public Forum in Support of the Palestinian People to be held in Istanbul from 25 to 27 May 2010. The Committee also screened two documentaries, Refuse to Die in Silence: Creative Demonstrations in Bil'in, produced by Shai Carmeli Pollak, and Walled Horizons, produced by the UN team in Jerusalem.


:: Opening of the 2010 session

The 2010 session of the Committee on the Exercise of the Inalienable Rights of the Palestinian People was opened by Secretary-General Ban Ki-moon on 21 January 2010.  At the meeting, the Committee elected members of its Bureau: Amb.
